Select custom shape tool (U). From the preset custom shapes menu at the top bar select circle thin frame as shown below.


Drag the tool to create a thin circle behind the image.


Select the line tool and draw it over the rectangle. Use white as foreground color before drawing the line.




Press Ctrl+J to duplicate the line layer. Move it a few pixels downwards.
