Start by creating a new file. Press key 'D' from your keyboard to reset the foreground and background color.
Press Ctrl+Shift+N to create a new layer.
Press Alt+Del to fill the layer with black color.
From filter menu select artistic >> plastic wrap.
Apply the filters properties as shown below.
We are going to apply a few more filters now . Without pressing ok, click on new effect layer on the bottom right. From the filters menu at left select distort >>diffuse glow and adjust setting as shown below.
