4. Then we have to create a new layer. To create a new layer use (ctrl+shift+N) and use the same procedure of step 2 and 3 to fill the same background color in this layer also. Open the "Add Noise" dialog box. To open the "Add Noise" dialog box select Filter->Noise->Add noise, and set these settings.


5. Open "Lighting effects" dialog box. To open it click Filter->Render->Lighting effects and set these settings as shown in the picture below and then press OK.


6. Open "Guassian Blur" dialog box. To open it, click on Filter->Blur->Gaussian blur and use the settings as shown in the picture below and after this follow the next steps to fill the opacity of the layer1 to 50%.
